Noise and the law
How to complain about helicopter noise
The official routes for a complaint, in the order we would use them.
The routes
- London Heliport (aircraft using the heliport; Thames helicopters generally)
- Online complaint form on the Noise Complaints page (name, address, phone, email, date, time, location, duration). Phone +44 (0)20 7228 0181; email info@londonheliport.co.uk. Heliport says it does not own or operate helicopters; complaints about a specific aircraft should go to its operator. Helicopters circling for a long time are likely police or air ambulance; flights before 0700 or after 2300 are not the heliport's. Source
- CAA - aircraft noise or low flying (form FCS 1521)
- Form FCS 1521 covers aircraft noise and other airspace concerns such as low flying; logged and, where appropriate, referred to the airport, ATC provider or Secretary of State. CAA says it cannot restrict aircraft that are not breaching the Rules of the Air. Source
- CAA - report a potential breach of aviation law (low flying)
- Online form (formCode=ABL). Can be anonymous; otherwise CAA says it contacts the reporter within 20 working days. CAA assesses every report but says it does not have the resources to investigate every report. Evidence advice: photos or video with a fixed reference point; FlightRadar24-type apps are 'not accurate evidence' of position or height. Source
- Heathrow noise team
- Email noise@heathrow.com or phone 0800 344844 (Community Relations); online form; WebTrak at webtrak.emsbk.com/lhr (Investigate tab). Page does not mention helicopters. (CAA page lists noise_complaints@heathrow.com, an older address; use the Heathrow page.) Source
- London City Airport noise team
- Current official page not retrieved. A HACAN East page (secondary) lists environment@londoncityairport.com and 020 7646 0200; confirm on londoncityairport.com before publishing. Source
- Operator of a specific aircraft (UK G- registrations)
- CAA says to look up the owner in G-INFO and contact the operator if the aircraft is not breaching the Rules of the Air. Source
- Military helicopters
- Low flying: SWK-lowflying@mod.gov.uk or 01780 417 558. CAA has no authority over military aviation. Source
- Police and air ambulance helicopters
- No separate complaint portal found: not stated. London Heliport notes NPAS helicopters may operate across London 24 hours a day and are not heliport operations. NPAS and HEMS are listed as exempt from some rules (see emergency_exemptions). Source
- Local council (planning conditions only)
- CAA says airport operating hours and restrictions may be in a planning agreement, so the local planning authority may help. For London Heliport that is Wandsworth Council (planning enforcement monitors movements per 2018 consultative group record). Councils cannot act on aircraft noise as such (CAA). Source
- Airprox / near miss between aircraft
- Pilots or controllers report to the UK Airprox Board (not the public). Source
- Drone complaints (different regime)
- Local police on 101 (CAA breach page). Source
